The Forum of Free Enterprise was a non-political organization founded in 1956 by A. D. Shroff and was established to educate public opinion in India on free enterprise and a democratic way of life. The Forum published booklets to further its objects. The following book titled, “Community Development” was published on March 8, 1961 and was authored by B.G. Rao, I.C.S. (Retd.). The booklet talks about the achievements in the field of community development and the Prime Minister’s view on the Planning commission and that its function was also to evaluate the execution of the plan. The author discusses the Planning Commission, Programme Evaluation Organization, C.D. activities, the Economic Review of the A.I.C.C. that took editorial notice of the Development Commissioners’ Conference, and importance of The Seventh Programme Evaluation Report. The text covers The Ministry of Community Development’s request to the United Nations Technical Assistance Administration to send a mission. Then the author reviews the problems of rural unemployment and underemployment and tries to distinguish between rural development and rural welfare and further suggests that social education and the programme for women and children under Community Development deserve some examination.
