The Forum of Free Enterprise was a non-political organization founded in 1956 by A.D Shroff and was established to educate public opinion in India on free enterprise and a democratic way of life. The Forum published booklets to further its objects. The following booklet titled, “Financing under planned Economy” was published in 1964 and was authored by M.A Master. The author highlighted the failure of the planning commission in solving the gap that evolved in the Indian economy through the early 1950s. He further focused on the pragmatic approach needed to fund for the implementation of the third year plan and for the maintenance of schemes established in the second plan period. He emphasized the foreign exchange crisis that turmoiled the economic situation of India even more. And lastly provided for the changes needed in the fiscal, credit, taxation, and other economic policies for strengthening the defense of the nation and building an India balanced through the functioning of private and public sectors.
