The Forum of Free Enterprise is a non-political organization founded in 1956 by A.D Shroff and was established to educate public opinion in India on free enterprise and a democratic way of life. The Forum publishes booklets to further its objects. The following booklet titled, “Fourth Plan – A Strategy for Economic Growth?” was published on June 9, 1969 and was authored by Dr. F A Mehta. Dr. Mehta critically analyses the proposed draft of the Fourth Five Year Plan, that emerged after the three year Plan Holiday. He points out the various problems in the draft, emanating from a lack of compatibility between right priorities and right policies. He points out the major targets of the Fourth Plan and the various assumptions inherent in the Plan, while also examining its feasibility. He examines the impact on specific sectors including consumer goods and road transport.
