The Forum of Free Enterprise is a non-political organization founded in 1956 by A. D. Shroff and was established to educate public opinion in India on free enterprise and a democratic way of life. The Forum publishes booklets to further its objects. The following booklet titled, “The Garland Canal Project” was published on October 14, 1978 and was authored by Capt. Dinshaw J. Dastur. In this booklet, the author gives a detailed description of the imaginary Garland Canal Project with all its benefits of fruition, cultivation, unlimited hydro-electricity, tax-free India , no transport problem and the economics of the same. The author further describes how this project would make floods and droughts a matter of the past and also tells how the floods are aggravated by the regular methodology of building big and small dams in the river basins to conserve water. Further the text talks about the continuous process of erosion and divides the project into three phases. The booklet concludes with a brief on the cost and budget of the project.
