The Forum of Free Enterprise is a non-political organization founded in 1956 by A. D. Shroff, and has been established to educate public opinion in India on free enterprise and a democratic way of life. The Forum publishes booklets to further its objects. The following booklet titled ‘A policy for harmonious industrial relations’ is authored by Naval H. Tata and published in 1980. The author discusses some problems in industrial relations like speedy settlement, equitable wage policy, etc. He further evaluates concepts like collective bargaining, secret ballot vs verification of membership, rights of recognised trade unions, wage policy, voluntary arbitration, etc. He recommends the establishment of the Industrial Relations Commission which will be an independent executive branch of the government and equitable wage policy. The author then traces the evolution of ‘bonus’ and types of bonus like minimum bonus, maximum bonus, productivity linked bonus, etc. He suggests that the government should understand the characteristics of bonus in depth.
