The following booklet titled “An Evaluation of Common Minimum Programme” was published on July 15, 1996, and was authored by S.S. Bhandare and J.K. Mukhopadhyay. The authors in this text applaud the introduction of “A Common Approach to Major Policy Matters and a Minimum Programme” (CMP) by the United Front Government in 1996. They write that concise scrutiny of the CMP document reflects a consensual statement of intent characterized by decentralisation, accountability, social equality, etc. Hence, with regard to the CMP program, the authors in the text evaluate three specific crucial issues- what does the program intend to do with the furtherance of the reforms, is there a prevalence of contradiction in its objectives, and whether some of the promises be diluted, and even forgotten under various compulsions, financial or otherwise?
