The Forum of Free Enterprise was a non-political organization founded in 1956 by A. D. Shroff and was established to educate public opinion in India on free enterprise and a democratic way of life. The Forum published booklets to further its objects. The following booklet titled “How Controlled Industries Work In India- A Case Study” was published on March 10, 1963 and was authored by Sir Biren Mookerjee. The author reviews the Tariff Commission which was setup under the Indian Tariff Commission Act 1951.Then he tells what the Tariff Commission is and explains the functions of the Commission. Next, the author explains and reviews the Retention Price, the price payable to producers under the Commission. Further, there is a statement by Sir Biren Mukerjee addressed to IISCO shareholders which is an excellent analysis of the working of the steel industry as such under the control dispensation.
