The Forum of Free Enterprise is a non-political organization founded in 1956 by A.D Shroff and was established to educate public opinion in India on free enterprise and a democratic way of life. The Forum publishes booklets to further its objects. The following booklet titled, “Industrial Licensing and Economic Growth in India” was published on May 9, 1969 and was authored by Dr. F A Mehta. The author discusses the impact of the Industries (Development and Regulation) Act, 1951. It essentially examines the license raj imposed on the industrial sector by the Indian government during this period. The author also provides the political and economic background within which this Act emerged. He analyses the ideological background of the Act and its implications for the ruling party and government policies overall. He points out the various defects of industrial licensing, and examines the various reforms the government has attempted ever since.
