The Forum of Free Enterprise is a non-political organization founded in 1956 by A. D. Shroff, and has been established to educate public opinion in India on free enterprise and a democratic way of life. The Forum publishes booklets to further its objects. The following booklet titled ‘The Union Budget: 1969-70’ is authored by N.A. Palkhivala and published in 1969. He highlights the main trend of the budget and explains his disappointment with it. He criticizes the budget by citing increased total taxes, additional excise duty on cigarettes, and increase on duty on motor spirit. He elaborates that our budgets are prisoners of the unapproachability of the agricultural sector, the inefficiency of the Public Sector undertakings,  the irrepressibility of the Central Government’s expenditure and the indiscipline of the State Governments. He recommends measures to encourage private saving, increase in exports, and a budget creating a psychological infra-structure of confidence and incentives.
