The following booklet titled “The Union Budget 1993-94: Laying the Foundation for an Economic Miracle” was published on April 13, 1993, and was authored by H.P. Ranina. The booklet analyzes the several policies under the said budget that indicates exponential economic growth and development. It applauds the various proposals and reforms introduced in the budget presented by Dr. Manmohan Singh. According to the author, measures such as reviving the industrial sector, reducing customs and excise duty, increasing disbursements in the agriculture sector, reducing interest rates, and full convertibility of the Indian rupee will result in a demand-oriented boom and put the economy in high gear. He praises the new budget policies that recognize the dire need to increase foreign investment and globalize the Indian economy. Additionally, the provision of Public-Private Partnerships (PPP) for improving the infrastructure has also been appreciated. The author also commends the merits of the Finance bill 1993, which proposes to provide incentives for industrialisation in backward and tribal regions. Nevertheless, one infirmity of the Finance minister’s proposal pointed out by the author is its failure in starting the process of reducing the interest burden. Thus to sum it up, the author believes that the budget proposals for 1993-94 will unequivocally put the economy on the fast lane to industrial recovery and growth.
