The Forum of Free Enterprise was a non-political organization founded in 1956 by A. D. Shroff and was established to educate public opinion in India on free enterprise and a democratic way of life. The Forum published booklets to further its objects. The following book titled, “Three Essays On Controls In A Planned Economy” was published on May 7, 1961. This booklet is a combination of the first three prize winner essays in an all India competition on “Controls in a Planned Economy” held by the Forum Of Free Enterprise in the year 1960. The first essay in the book is by K. S. Varghese talks about a “socialist pattern of society” and suggests that  a Planned economy need not necessarily be a controlled economy in the full sense of the term. He further describes that the secret of market economy is that it enables the process of adaptation to take place almost daily and hourly, balancing supply and demand, national income and national product, both quantitatively and qualitatively. The second essay in the book is by G. Ganga Rao starts with a remark by Prof. Robbins that all economic activity involves planning and suggests that the Controls may be broadly divided into two categories- direct and indirect. The third essay by S. Joseph starts with the discussion of the evolution of economic policy since the Great Depression. He also explains how the nine years of planning shows a remarkable progress of educating the people in banking habits through the extension of the State Bank and the National Savings programme. At the end of his article, he discusses collectivism, state-ownership, and public ownership.
