The Forum of Free Enterprise is a non-political organization founded in 1956 by A. D. Shroff, and has been established to educate public opinion in India on free enterprise and a democratic way of life. The Forum publishes booklets to further its objects. The following booklet titled “Business and Public Welfare” was published on September 15, 1972 and was authored by J M Lobo Prabhu. In this article, Mr. Prabhu discusses the unresolved and persistent issue of unemployment in the economy, specifically in the context of the Fifth Five Year Plan. He talks of the need to incorporate more employment-generating policies within the plan, such as establishing a Bureau for Wages and Fees and a Bureau for Agricultural Costs and Prices. He also suggests that all government expenditure must have built-in provisions against inflation. Mr. Prabhu critically analyzes the problems inherent in the fact that planning was predominantly a political exercise rather than an economic one. He gives many other suggestions to improve the feasibility of the fifth plan, specifically to improve the employment scenario in the country.
