The Forum of Free Enterprise is a non-political organization founded in 1956 by A. D. Shroff and was established to educate public opinion in India on free enterprise and a democratic way of life. The Forum publishes booklets to further its objects. The following booklet titled, “A Viable Agriculture Policy for Sustained Growth” was published on September 3, 2012 and was authored by S.S. Tarapore. This booklet is a reproduction of Mr. Tarapore’s article published in quarterly journal INCLUSION (April- June 2012 issue). While reflecting on crucial aspects of the subject under consideration, the author brings to the forefront the most worrisome phenomenon of rapidly shrinking share of agriculture and allied activities in India’s GDP, while proportion of population living in rural areas continues to be disproportionately high. The booklet then highlights the essential area of policy conflict thus “allowing the pace of rural-urban migration to continue or even accelerate would result in break-down of urban infrastructure followed by an analysis of fault lines in the existing policy framework.
