The Forum of Free Enterprise is a non-political organization founded in 1956 by A. D. Shroff, and has been established to educate public opinion in India on free enterprise and a democratic way of life. The Forum publishes booklets to further its objects. The following booklet is titled “Approach to the Fifth Plan”. The author, Dr. Phiroze B. Medhora, discusses very lucidly, the debates going on about the dilemmas faced while discussing the “objectives of planning” (i.e. central planning, policy making). He indicates very clearly that India (of 1973) does not face such a dilemma, he asserts that the situation of India, does not demand use of less capital intensive methods of growth to maintain employment. The author further examines the approach paper published by the planning commission on its approach towards the fifth plan and highlights the fallacious and undesirable ways of thinking that had been employed in the writing of the ‘approach paper’.
