The Forum of Free Enterprise is a non-political organization founded in 1956 by A. D. Shroff, and has been established to educate public opinion in India on free enterprise and a democratic way of life. The Forum publishes booklets to further its objects. The following booklet titled ‘The Union Budget: 1968-69’ is authored by N.A. Palkhivala and published in 1968. He criticises no incentives for industrial expansion, complex tax laws, high penalty for tax evasion, and then highlights the few merits of the budget. He recommends cutting unproductive government expenditure, action against monetary indiscipline of states, work on inefficiency of the public sector, reducing rates of corporate and individual taxes, and abolition of separate surcharges. He further compares the income tax policy of India with Pakistan by highlighting its main characteristics. He critically evaluates the important provisions of the Income-tax Act of 1961 and highlights vague and problematic  provisions.
