The Forum of Free Enterprise is a non-political organization founded in 1956 by A. D. Shroff, and has been established to educate public opinion in India on free enterprise and a democratic way of life. The Forum publishes booklets to further its objects. The following booklet titled ‘Safety and Efficiency in Indian railways’ is authored by B.S.D. Baliga and published in 1982. The author highlights the development of railways in the country and its significance. He further elaborates on increase in railways staff, lowering price, problem of overstaffing, and the need for discipline. He focuses on the problems like shortage of stock, poor maintenance facilities, increasing number of accidents, etc that the Railways need to address. He recommends the inclusion of Director of Technical Audit while surveying Railways, increase in funds allotted to Railways, air brakes, longer trains, and far-sighted decisions by politicians. He states that politicisation and populism are the bane to Railways and feels adopting more of business methods will help Railways to become more efficient.
