The following booklet titled “Success in Agriculture Through Free Enterprise” was published on December 10, 1964, and was authored by J.R. Henshaw. The author contends that the government should reassess its approach to land and agriculture problems. With the modernization of industries along with economic changes, the agriculture sector should also evolve over time. In light of this, the author argues that the government should undertake systematic and rational management policies for this sector to flourish. He cites the burden of taxation from the center and state, excessive control for labor welfare, governance, fiscal measures as some of the main problems holding back agricultural output and growth. Further, the author analyses various difficulties that affect the plantation industry, including excise duty, tax burdens, disallowance of field asset depreciation, and suggests their alternatives.  The author firmly believes that the government should provide incentives to the farmers and planters to increase production which will invariably increase revenue.
