The Forum of Free Enterprise is a non-political organization founded in 1956 by A D Shroff and was established to educate public opinion in India on free enterprise and a democratic way of life. The Forum publishes booklets to further its objects. The following booklet titled, “An Economic Review – 1957” was published on December 9, 1957 and was authored by the founder A D Shroff himself. As evident in the title itself, the author seeks to examine the economic developments in the country and this included assessing the working of the second five year plan. This was important because India’s economy in 1957 functioned heavily on the basis of central planning. In this essay the author lays out the various problems inherent in the second plan and its means of implementation. The various sections that are discussed include the taxation structure, foreign exchange resources, private sector, public finances and the like. Mr. Shroff also includes his own recommendations for the issues examined and the policies analysed.
