The Forum of Free Enterprise was a non-political organization founded in 1956 by A.D Shroff and was established to educate public opinion in India on free enterprise and a democratic way of life. The Forum published booklets to further its objects. The following booklet titled, “An Inflationary Budget” was authored by the founder, A D Shroff, himself. In this booklet the author examines the budget of 1959. He starts the essay with a review of the previous financial year’s budget and compares its performance with the plan outlined in the budget for 1959. He splits his analysis into both revenue and expenditure side, and examines components such as revenue via customs (in relation to the foriegn trade regulations), excise duties, defence services and debt services. He also examines the overarching framework provided by the preceding and current five year plans, within which the annual budget planning takes place. His analysis also reflects an understanding of the economic trends of the time, and his proposed policy changes and solutions reflect the same.
