The Forum of Free Enterprise is a non-political organization founded in 1956 by A. D. Shroff, and has been established to educate public opinion in India on free enterprise and a democratic way of life. The Forum publishes booklets to further its objects. The following booklet titled ‘Black Money and special bearer bonds scheme’ is authored by D.R. Pendse and Vadilal Dagli and published in 1981. In his essay ‘Respectability for back money’, Vadilal Dagli talks about the prominence of black money in Indian politics, its origin, and the efforts of the Government of India like Special Bearer Bonds Scheme to unearth black money. He further elaborates the characteristics of the scheme. He recommends measures like convention on money supply, public financing of elections, etc. D.R. Pendse decodes the anatomy of black money and estimate of black money in his essay ‘The Problem of Black Money’. He states that black money is not a parallel economy and evaluates the situation in other countries. He mentions the causes of black money like controls, high tax rates, scarcity, abundance, etc. He evaluates the methods tried till now like raids, demonetization, voluntary disclosure, raids. He recommends a five-point plan to combat black money.
