The Forum of Free Enterprise was a non-political organization founded in 1956 by A.D Shroff and was established to educate public opinion in India on free enterprise and a democratic way of life. The Forum published booklets to further its objects. The following booklet titled, “Indian administration- past and present,” was published in 1958 and was authored by V.P Menon. The author highlighted the administration of India under the crown after 1857. India before independence and after independence was contrasted in this issue. Mr. Menon emphasized the state of affairs in India during 1958, pertaining to the downgrade of the head of state to a mere figurine with no power. He further focused on the creation of functionaries without responsibility in an administration as a threat to the stands of democracy. The author stressed that there is a need for an appointment of a high powered commission for examination and making recommendations for reorganizing the administrative structure at the Centre and State levels.
