The Forum of Free Enterprise was a non-political organization founded in 1956 by A. D. Shroff and was established to educate public opinion in India on free enterprise and a democratic way of life. The Forum published booklets to further its objects. The following book titled, “Recent Changes In The Tax Structure” was published on February 7, 1957 and was authored by N. A. Palkhivala. In this booklet, the author talks about India’s economic and taxation laws and considered 1957 as the most important year in the history of taxation laws of this country. The whole booklet is about the recent changes that happened in the taxation laws and including, introduction of new taxes, amendments which made the laws more complicated and more executive control by means of taxation laws over the actions of private individuals. He then introduces and explains the Wealth-tax; that was founded on the theory that one one of the main objects of taxation was not merely to bring more revenue to the State but to reduce the disparity between wealth and poverty, the Expenditure-tax; a novel mode of taxation and it was one of the ironies of history that a nation which had so little to spend should be the first to levy a tax on expenditure, and the Capital Gains tax; which was not much of a problem in many cases, because the Government had been thoughtful enough to give to the nation two other taxes, the wealth-tax and the expenditure-tax. In this booklet, the author also explains the aspects that lead to more complication in the tax laws.
