The author elucidates on various firstly what a civil servant means and does and then goes on to briefly define the origin of various designations from Napoleon’s era. They also move on to how the techniques of training a civil officer have gained advancements as compared to the pre-independence era. The author also states various accounts of civil as well as ministerial personnels and how they contributed in the transition of the said services. They also quote point of views of certain ministers who wanted to bring changes into the field of civil services. They also briefly draw a parallel between the white collared jobs in England and India. The text also states methods to increase the salaries and expenses of those training in Civil services only to avoid remote circumstances like corruption. Moreover, throughout the text Nehru subtly highlights the methods of strictly keeping political interference out of the civil services.
