The Forum of Free Enterprise is a non-political organization founded in 1956 by A. D. Shroff, and has been established to educate public opinion in India on free enterprise and a democratic way of life. The Forum publishes booklets to further its objects. The following booklet titled ‘The Union Budget 1972-73’ is authored by N.A. Palkhivala and published in 1972. The author criticizes the new levies and taxes, abolishment of priority industries, and questions the public who accepted it. He states that all factors like gross national product, availability of work, distribution of income, and the quality of life contribute towards economic growth with social justice but there is no focus on increasing gross national product. He criticises the recommendations of the Wanchoo Committee report and highlights the insights given by the Planning commission. He suggests laws to ensure public disclosure of funds by political parties, reduce grant-in-aid given to states, and focus on the national sector.
