The Forum of Free Enterprise is a non-political organization founded in 1956 by A. D. Shroff, and has been established to educate public opinion in India on free enterprise and a democratic way of life. The Forum publishes booklets to further its objects. The following booklet titled ‘The Union Budget 1982-83 and a Budget of my dreams’ is authored by N.A. Palkhivala and published in 1982. The author highlights the good points of the budget like increase in standard deduction, excise relief for increased production, etc. He compares the budget to water offered from an eye-dropper to a dehydrated nation. He elaborates the drawbacks of the budget like no relief for the middle-class, more funds in hands of government, black market, unemployment, inflationary trends, and complexity. In his essay ‘A budget of my dreams’, he elucidates the features of a perfect budget. With the help of statistics, the author demonstrates the state of economy and infrastructure in our country. He recommends fixation of taxes for three years, massive tax cuts, government within means, abolition of sales tax, focus on human resource, etc.
