The Forum of Free Enterprise was a non-political organization founded in 1956 by A.D Shroff and was established to educate public opinion in India on free enterprise and a democratic way of life. The Forum published booklets to further its objects. The following booklet titled, “Third five-year plan-its premises examined,” was published in 1961 and was authored by Dr. A Krishnaswami. The author examined the failings of the third plan of the five-year plan. According to him, a new approach was needed for building up the Indian economy then and finding ways to promote a higher standard of living by offering employment opportunities to the citizens. The author also highlighted ways on how this could be achieved, mainly through maximization of output from investment. Mr. Krishnaswami emphasized the gap in the plan as that of lack of policies of agriculture. And focused on filling the gaps by employing the rural population on those projects to stabilize the 50% of the national income. And lastly, called for better policies to help facilitate a change in the sectors of India during the ’60s.
