The Forum of Free Enterprise was a non-political organization founded in 1956 by A.D Shroff and was established to educate public opinion in India on free enterprise and a democratic way of life. The Forum published booklets to further its objects. The following booklet titled, “Planning in India” was published on October 8, 1960 and was authored by the founder, A D Shroff, himself. He reviews the planning process in India till then. He is in favor of central planning as the main means to economic growth but is critical of the way it was being carried out in India. The fundamental objectives of planned development are stated to be poverty alleviation by raising the standards of living of the masses, and in the Indian context specifically, is that certain socio-economic inequalities are our historic inheritance that needs to be undone. Mr. Shroff argues that the ideological bias of the government is causing more harm than good when reflected in the planning process.
