The Forum of Free Enterprise was a non-political organization founded in 1956 by A. D. Shroff and was established to educate public opinion in India on free enterprise and a democratic way of life. The Forum published booklets to further its objects. The following booklet titled “Efficiency In State Enterprises In India” was published on February 5, 1963 and was authored by Dr. N. Das, I.C.S. . The author says that the organisations of public enterprises gained prominence only after India had attained Independence in 1947 and talks about a new Industrial Policy Resolution and how it marked the beginning of a new phase in the industrialization in India. Then the author examines the State enterprises from the aspect of profitability and discusses the First Annual Report on the Working of Industrial and Commercial Undertakings of the Government for the period 1960-61. Further the author compares the Public sector and the Private sector and expresses his views for the small size of surpluses. Then the author criticizes the managerial efficiency in public undertakings and discusses a report presented to the State Implementation and Evaluation Committee of the Orissa Government by its Labour Officer.
