The Forum of Free Enterprise was a non-political organization founded in 1956 by A. D. Shroff and was established to educate public opinion in India on free enterprise and a democratic way of life. The Forum published booklets to further its objects. The following booklet titled, “The Fourth Plan” was published on march 10, 1965 and was authored by Dhirajlal Magalal and Dr. A Krishnaswami. In this booklet, the article titled “Resources For the Fourth Plan” by Dhirajlal Maganlal discusses the Fourth Five Year Plan which according to him is as large as the first three Five Year Plans put together. Further, the author talks about the objectives of the Plan in detail and suggests that in order to achieve increased production in agricultural and industrial sectors, the government should shed its doctrinaire bias and provide the fullest scope to the private sector to contribute its maximum toward production of increased food, including commercial crops and consumer goods. The article titled, “Fourth Plan Assumptions And Reality” by Dr. A. Krishnaswamy brings out two rather disturbing features of the Plan, first being the achievements by the end of the Third Plan to be substantially smaller and second being the estimated production for 1965-66 that showed a marked increase in respect of many important commodities.
