The Forum of Free Enterprise is a non-political organization founded in 1956 by A.D Shroff and was established to educate public opinion in India on free enterprise and a democratic way of life. The Forum publishes booklets to further its objects. The following booklet titled, “The Union Budget 2008-2009” was published in 2008 and was authored by H.P. Ranina. The author emphasised an optimistic side for the advent of the 2008-2009 growth oriented budget, despite being drafted in times of difficult international arena for growth scenarios. The author highlighted the transference of funds and questioned the inefficiency of the delivery system amid the increased avenue of populist schemes. Lastly, he displayed a ray of hope for flow of investments in the corporate sector due to the deepening of debt markets and hoped for India’s successful position on the global markets.
