The Forum of Free Enterprise is a non-political organization founded in 1956 by A. D. Shroff and has been established to educate public opinion in India on free enterprise and a democratic way of life. The Forum publishes booklets to further its objects. The following booklet titled “Can Bureaucracy Meet The Challenge of Liberalisation?” was published on October 14, 1992, and was authored by B.G. Deshmukh. The author opines that unless liberalisation covers all the sectors of government, it cannot succeed. He further argues that there cannot be liberalisation only in the area of economic activities of government or even only in the part of national life, to the exclusion of all others. He suggests that liberalisation in the economic field has to be accompanied by a more decentralized political structure. He goes on to argue that the implementation of liberalisation has to be a collective effort not only of bureaucracy but of all sections of national life. He concludes by stating that even though there will be a strong resistance from bureaucracy to fully accept liberalisation, strong steps need to be taken in the direction. And, if properly handled, directed and encouraged, Indian bureaucracy is quite capable of facing the challenge of liberalisation and delivering the goods.
