The Forum of Free Enterprise is a non-political organization founded in 1956 by A. D. Shroff, and has been established to educate public opinion in India on free enterprise and a democratic way of life. The Forum publishes booklets to further its objects. The following booklet titled ‘Fundamental Changes needed in Economic Policy’ is authored by M.H. Mody and published in 1980. The author critically evaluates the development of Indian economy and opines that much growth could have been achieved. He suggests that growth with consolidation should be the prime focus, less reliance on the State sector, improving industrial relations, etc. He points to the failure of raising domestic resources. He critically analyses the role of the Planning Commission. He recommends increase in the capacity of wage good industries, creation of employment through public works and food for work programmes, creation of property rights in jobs, government intervention to reduce population explosion, and policies conducive to attract foreign collaborators, etc.
