The Forum of Free Enterprise is a non-political organization founded in 1956 by A. D. Shroff and has been established to educate public opinion in India on free enterprise and a democratic way of life. The Forum publishes booklets to further its objects. The following booklet titled “Autonomy for Doordarshan and All India Radio” was published on March 15, 1990, and was authored by Y.A. Fazalbhoy and Anil Divan. The booklet consists of two articles that delve into the issues pertaining to autonomy and freedom for Doordarshan and All India Radio. Y.A. Fazalbhoy identifies some of the key issues like lack of competitiveness and the influence of the advertisers which plague electronic media in the country and recommends partial privatisation. He suggests creating a Joint Venture Corporation on the Governing Board of which would be representatives of advertiser interest through the Advertising Standards Council of India and the consumer interest through the Consumer Protection Act. Anil Divan on the other hand takes a vociferous stand for complete freedom of electronic media from the shackles of the executive and bureaucratic structures. He cites the Shah Commission Report and the Verghese Report to shed light upon the gravity of the situation while recommending strong modifications in the structures.
