The Forum of Free Enterprise ia a non-political organization founded in 1956 by A D Shroff and was established to educate public opinion in India on free enterprise and a democratic way of life. The Forum publishes booklets to further its objects. The following booklet titled, “Desperate Proposals” was published on June 1, 1957 and was authored by the founder A D Shroff himself. In this booklet the author reviews India’s second five year plan of 1957. The article was actually a speech delivered by Mr. A D Shroff on May 22, 1957 at the Commerce Graduates Association, Bombay. He first sets out the stated objectives of the new tax proposals as presented by the Finance Minister. He then undertakes a critical analysis of the proposals themselves with regards to their efficiency in achieving the stated objectives. He divides his analysis into various categories such as on the basis of types of goods (i.e. consumer goods and capital goods), and various types of taxes (direct taxes, wealth tax and expenditure tax). He also points out the significantly reduced role the new budget has accorded the private sector, in his analysis.
