The Forum of Free Enterprise is a non-political organization founded in 1956 by A. D. Shroff, and has been established to educate public opinion in India on free enterprise and a democratic way of life. The Forum publishes booklets to further its objects. The following booklet titled ‘Economy and efficiency in Public Administration in India’ is authored by C.S. Venkatachar and published in 1963. The author explains why the State of India is a marriage of opposite ideals. He examines how corruption affects the Indian Economy and Administration. He further defines economy and efficiency and how it is determined in the current scenario. He highlights how practical and manageable problems are converted into complex theories. He illustrates the trend of power shifting towards the State and the factors that resist it. He states that the India democracy is a one-party rule without an ideology. He evaluates the nature of the relationship between the politicians and the bureaucrats. He warns the country of being politically insensitive and underlines the importance of dissent. He states that India started the process of Westernization long ago.
