The Forum of Free Enterprise is a non-political organization founded in 1956 by A. D. Shroff, and has been established to educate public opinion in India on free enterprise and a democratic way of life. The Forum publishes booklets to further its objects. The following booklet titled ‘The Union Budget 1983-84’ is authored by N.A. Palkhivala and published in 1983. The author observes that the budget records the highest deficit on revenue accounts and imposes fresh levies. He mentions the sweeteners of the budget like reduction in income tax, increase in general rate of depreciation, and raise in monetary limit of plant and machinery, etc. He points out that the budget was the product of forces like instability, complexity, injustice bred by a total disregard of constitutional morality, and pettiness compounded by obscurantism. He evaluates the major changes brought by the budget like charities, export markets development allowance, rural development allowance, travelling, advertisement, and publicity. He predicts that the budget will invite stagnation of the economy.
