The Forum of Free Enterprise was a non-political organization founded in 1956 by A. D. Shroff and was established to educate public opinion in India on free enterprise and a democratic way of life. The Forum published booklets to further its objects. The following book titled, “Resources for the Third Plan” was published on March 5, 1961 and was authored by M. A. Master. In this booklet, the author talks about India’s condition under a planned economy for the last ten years and the beginning of the Third Five Year Plan. The text points out some of the important lessons to be learned from the Second Five Year Plan. The first lesson learnt was that there should not be a large difference between the estimated and the actual cost of some of the projects of the Plan. The second lesson learnt was that there should not be a wide gap between the estimated quantity and the actual quantity of foodgrains to be imported into India. The third lesson which the Plan taught was that the enormous rise in the estimated and the actual adverse Balance of Trade not only upsets the planned economy, but also creates a developing foreign exchange crisis. The fourth lesson included that there shouldn’t be a tremendous difference between the estimated amount of foreign exchange required to finance the Projects of the plan and the fifth lesson being a grave warning to all the citizens. Then the text discusses The Economic Survey (1958-59),  review of the First Five Year Plan, and the 92nd report by the Estimates Committee of the Parliament.
