The Forum of Free Enterprise is a non-political organization founded in 1956 by A. D. Shroff, and has been established to educate public opinion in India on free enterprise and a democratic way of life. The Forum publishes booklets to further its objects. The following booklet titled “Challenge Before The Administration” was published on May 11, 1980 and was authored by C S Seshadri. Mr. Seshadri delineates the main challenges in the administrative body as increasing demands of the public as population increases, increasing government intervention in sectors erstwhile left to private enterprise and rising political instability. He acknowledges that there has been a serious decline in the moral and ethical standards of the bureaucracy. He traces the history of the public administrative system in India and examines the criticisms it has been charged with. He suggests modernising the system and adapting to the changing times in order to make the administration more efficient.
