The Forum of Free Enterprise is a non-political organization founded in 1956 by A.D Shroff and was established to educate public opinion in India on free enterprise and a democratic way of life. The Forum publishes booklets to further its objects. The following booklet titled, “The Union Budget 1995-96: Bypassing parliamentary Select Committee” was published in 1995 and was authored by N.A Palkhivala. The author highlighted the unprecedented events shaped by the formulation of the previous four budget schemes for the Indian economy then. The author emphasized the new budget trends circling the aspects of lower taxes, liberalization, and globalization. The author went on to examine the proposals of the then finance bill and the advent of the new central depository. And lastly hoped for the presence of a stable fiscal policy to emerge in turnaround times.
