The Forum of Free Enterprise is a non-political organization founded in 1956 by A. D. Shroff, and has been established to educate public opinion in India on free enterprise and a democratic way of life. The Forum publishes booklets to further its objects. The following booklet is titled “Infrastructure, Public Goods and Markets” was published on July 18, 1999, and was authored by Kirit S. Parekh. This booklet is a textual representation of the Dr. H. Gopal Memorial Lecture delivered by the author on 28th December 1998. The author discusses Inadequate Infrastructure; a major bottleneck in the Indian economy. The author elucidates reasons for inadequate infrastructure and states the main reason for inadequate infrastructure is an inadequate investment, which in turn is because these sectors do not generate adequate surplus because as public sector enterprises, they are not free to charge appropriate user fees. The author explains using markets for Infrastructure and Public Goods and proposes the use of power sector, trading for Electricity, transmission, competition in distribution, roads, telecommunication, air quality markets, using tradable permits, pollution control at the company level, the role for derivatives, a global market for greenhouse permits. Further, the author explains using markets for Sustainable Forestry and suggests the role of markets for urban road Space.
