The following booklet titled “Economic Progress Demands Attention to Private Enterprise and Scientific Management” was published on May 8, 1961, and was published by Dr. K.K. Das. The author describes the transition in economic policy from a mixed economy to a socialistic pattern of society that gave the Government undivided power over the functioning of the economy. It was at the Government’s discretion to decide when and for what particular enterprise, and in what manner, private enterprise was to be allowed to take up any activities. Further, he also elucidates the compartmentalisation of economic activities at the Government’s disposition. Therefore, concerning the monopolization of economic activities, the author outlines the organisational philosophy and practice for the country. Further, he discusses in-depth the problem of managerial skill from the perspective of economic development. While re-orientation of government policies may help enterprises apply organizational skills, it cannot redress the insufficient supply of such skills. Hence, he emphasises the need for an integrated educational program imparting practical management skills.
