The Forum of Free Enterprise is a non-political organization founded in 1956 by A. D. Shroff, and has been established to educate public opinion in India on free enterprise and a democratic way of life. The Forum publishes booklets to further its objects. The following booklet is titled “Governance & Democracy in India” was published in May 2019 and was authored by Dr. R. Balasubramanian. The article is a textual representation of the inaugural keynote address given by Dr. R Balasubramanian at an event in Berlin organized by the Tagore Center, Embassy of India, Berlin on January 16th, 2019. The author’s core focus is to highlight how Indian democracy has been shaping; and how the transformation is being experienced, especially over the last about five years, even amid complexities, and acute divergences in India’s political, social, and cultural milieu. In the article, the author dwells on three-fold challenges, namely, those relating to the narrative of the political system per se; bureaucratic; and shifting the mindset of 1.3 billion people. The author emphasizes the importance of three key aspects of governance, namely a) framing of rules, b) creating democratic institutions and c) political leadership. In the concluding paragraphs, the author points out that how India is changing from an entitlement mindset to an empowerment mindset. And, the author hopes that India will have the next 5, 10, 15 years to concretize all these changes and manifest as making India a true global power.
