The Forum of Free Enterprise is a non-political organization founded in 1956 by A. D. Shroff, and has been established to educate public opinion in India on free enterprise and a democratic way of life. The Forum publishes booklets to further its objects. The following booklet titled “Reforms for a better Tax Governance in India” was published in March 2016 and was authored by S. Mahalingam. He mentions Late Nani Palkhivala and his multifaceted personality. In the text, he explains India’s complex tax system and how it is affecting all the stakeholders in the economy. Through his vast professional experience and expertise, the author provides insights on various fault lines in our governance and taxation system be it the issue of retrospective taxation, the target-based approach of tax officials in making tax demands, lack of service focus, or huge pile-up of pending cases in various courts. But he is not a mere critique; he also has several unique constructive solutions to offer in the domain of dispute management, improving internal processes, revenue management, expanding the tax base, information and communication technology, revenue forecasting, formulation of tax policies, competency, and structure.
