The Forum of Free Enterprise is a non-political organization founded in 1956 by A. D. Shroff, and has been established to educate public opinion in India on free enterprise and a democratic way of life. The Forum publishes booklets to further its objects. The following booklet title ‘The New Class in State dominated Economy’ is authored by M.H. Mody and published in 1981. The author examines the increasing role of the State and explains the term ‘New class’. He further elaborates the consequences of the ‘New Class’ like high-cost economy, sluggish investment, speculation, road to serfdom, technological obsolescence,etc. He emphasizes on expectations of modern government and explains the irrational behaviour of politicians. He elucidates why wartime controls are allowed in peace and the rigid role and limitations of bureaucracy. He recommends an alternate reward system and incentivisation for bureaucrats. He talks about the regulations in businesses in India, curbing power of trade unions, and suggests radical reform to the present system.
