The Forum of Free Enterprise is a non-political organization founded in 1956 by A. D. Shroff and was established to educate public opinion in India on free enterprise and a democratic way of life. The Forum publishes booklets to further its objects. The following booklet titled, “Draft Sixth Plan” was published on July 4, 1978 and was authored by Prof. C. N. Vakil. The first article in this booklet talks about aspirations, limitations and future objectives of the sixth Five Year Plan and covers rural development, industrial development, minimum needs, pre-conditions for success, land reforms, machinery for rural development and industrial development, resources for the Plan, and economy in expenditure. The second article talks about the techniques of Planning in our country which was suggested by Prof. P.C. Mahalanobis. The concluding article titled, “Plan Model Should Suit Indian Conditions” suggests that the Five Year Plans should have the agenda to meet the requirements of the conditions of India and talks about the important lessons of the First plan, reduction of outlay on unproductive items and mobilisation of surplus labour.
