The Forum of Free Enterprise is a non-political organization founded in 1956 by A.D Shroff and was established to educate public opinion in India on free enterprise and a democratic way of life. The Forum publishes booklets to further its objects. The following booklet titled, “Growing Government is a Cause for Concern” was published in 1995 and was authored by D.R Pendise. The author in the booklet provided statistical data on the outstanding liabilities of the Central Government then and the budgetary transactions between the Central and State Governments and Union Territories. The author provided this in the purview of contrasting the budget situation based upon the budgetary mishaps done in the previous ones.
