The Forum of Free Enterprise was a non-political organization founded in 1956 by A.D Shroff and was established to educate public opinion in India on free enterprise and a democratic way of life. The Forum published booklets to further its objects. The following booklet titled ‘Towards an Economical Administration in India’ is authored  by Professor M. Ruthnaswamy and published in 1958. The author examines the expenditures of the government and determines whether they are economical in nature. He highlights how the increased number of departments at the Central and the State level have added to unnecessary expenditure. He pointed out the departments like External Affairs, Home Ministry, which cost the country more than the other departments. The author illustrates how one-fourth of the country’s revenue is given as remuneration to the Central government employees. Taking the example of Madras Government, he demonstrates how State governments indulge in extra expenditure. He recommends abolishing unnecessary departments, giving priority to financial and efficient administration, reducing personnels in Government, reduction in clerical work, and maintaining authority of Audit and Comptroller-General.
