The Forum of Free Enterprise is a non-political organization founded in 1956 by A. D. Shroff and has been established to educate public opinion in India on free enterprise and a democratic way of life. The Forum publishes booklets to further its objects. The following booklet titled “Public Enterprises Reform” was published on July 14, 1993, and was authored by S.L. Rao. The author highlights Public Enterprises’ poor contribution to the government in relation to the Central Government’s investment in them. He expresses concern over the poor financial performance of the PEs. He points out that there are over 100 loss-making enterprises over the years 1990 to 1992 and their losses are considerable. He cites the Economic Survey (1993),  which identifies a variety of factors for the unsatisfactory performance of many public enterprises. These factors include huge cost and time over-runs in project implementation, uneconomical pricing/tariff rates restrictions on the financial autonomy of the enterprises. He discusses the perils of government ownership and administered pricing. He goes o to spell out key elements of the strategy to reform the public sector that the Government has put forward. These elements include strengthening managerial autonomy, promoting private-sector competition and restructuring or closing of unviable enterprises. The author stresses managerial autonomy and giving up government control.
