The Forum of Free Enterprise was a non-political organization founded in 1956 by A.D Shroff and was established to educate public opinion in India on free enterprise and a democratic way of life. The Forum published booklets to further its objects. The following booklet titled, “A Review of the Finance (No.2) Bill, 1962” was published on June 8, 1962, and was authored by Nani A Palkhivala. He critically evaluates the bill in question, and the tax proposals detailed in it. The problems inherent in such a tax structure is pointed out. Mr. Palkhivala warns against ideology excessively coming in the way of good policy making.
