The Forum of Free Enterprise is a non-political organization founded in 1956 by A. D. Shroff and was established to educate public opinion in India on free enterprise and a democratic way of life. The Forum publishes booklets to further its objects. The following booklet titled, “An Analysis Of Dutt Committee Report On Industrial Licensing” was published on November 9, 1969. This booklet was an attempt to put the Dutt Committee Report straight on its own data. The booklet contains some of the assumptions of the Dutt Committee’s report and talks about the lack of precision in the analysis of data and the lack of care in seeing whether the conclusions match a precise analysis. The text further discusses the large industrial sector had a disproportionate share of the licenses. Further the text discusses social policy, large industrial sector and licensing, plan targets, joint sector, small-scale sector, middle sector, area bans and product bans. The text concludes with a question that what prevented the Dutt Committee from suggesting greater diffusion of the manufacture of components and or of processing facilities.
